Beijing Weather in February
The coldest month has gone, but spring is still around two months away. The weather is still cold, but warmer than January. Temperatures don’t get much above freezing, and it is very dry. A thick sweater and a cotton-padded coat are enough in general. The city's ski season usually ends at the end of the month. Beijing sees the year's first sandstorms in this month. The city has been frequently hit by sandstorms in spring in recent years.
The Chinese New Year (Spring Festival) may fall in early or mid February. This is the best time of the year to experience authentic Chinese culture. Regarding your inquiry, I am sorry to inform you that there is no festival in these days. The famous Lantern Festival is on February 6.
About the temperature, beside the things you mentioned, hat, ear shield and mask are recommended to bring, and please prepare some , please cover your body as much as possible. But Beijing has heating system in most of the rooms, so you needn't worry about the weather in your hotel.

Beijing's winter lasts from Dec. to Feb. According to the weather in past years, the temperature in late Feb. ranges from -3 °C (27 °F) to 6 °C (43 °F), and the wind could be strong. Hence, a down jacket, gloves and a scarf might be prepared.
I think it is Ok as we start to work from Jan.29th. it will be crowded at train station, but it should be not that crowded at the airport as many people will take train.

The weather in Beijing on February is quite chilly (based on the former data, the temperature is between -6°C to 5°C), please avoid long outdoor activity. There is heating system in almost every building, so please do not worry about the indoor temperature.
For the clothing, warm clothes, sweater, glove, hat and mask is needed. Please take care your baby, a thick blanket will be wonderful for your baby. ;-)
