Generally speaking, end of Oct could be pleasant time for taking the the tour to Beijing, neither too hot nor cold. Long-sleeved T-shirt and jackjet will be good but it's 2011, things might change, so warm sweater in case will be fine. Believe me, you could whatever you need for keeping you warm Beijing :).
