What i saw in white horse temple in Luoyang.

The White Horse Temple is one of the oldest temples in all of China. white horses are prevalent in the temple area. i saw a handsome one in front of the temple So what are those four Chinese characters engraved on the post?Could it possibly be inspirational verse from an ancient Tang dynasty poem?

It it says ;qi ma fa kuan" which means ;Ride the horse and you'll be fined" Wow! Really? ha. chinese people like to do the rediculous things, say they would like stepping on the green grass in parks, scrawling on walls of ancient atchitectures, many. " fa kuan-be fined are comonly seen in many chinese sights, but they are only in chinese.
foreingers know what they can do and what should not do in tourist sights but Chinese do not know. so the authority of sights have to put warning note.
