Consumer Agency?

I've toured in China 6 times and have always had great experiences. Unfortunately on this last trip, while in Shanghai, I was the victim of a scam just prior to my departing flight. I would like to report the incident to the authorities in Shanghai. Can anyone point me in the right direction. An e-mail address of the Shanghai consumer protection agency would be appreciated.
