Hi Catherine, there weather in April in Taipei is quite good. A long sleeve shirt or T-shirt with a light coat will cope with the weather.
Chiang Kai-shekMemorial Hall, National Palace Museum, TAIPEI 101, Wulai Waterfalls, etc. are popular there. We can arrange the English speaking tour guide for you.

Hi Hanakaii, they don't need a visa, but they need a Taiwan Compatriot Entry Permit 台胞证 and a Home Return Permit 返乡证.
