Macau historically not had a large Muslim population, although it is increasing. For your question, I am sorry to inform you that there is no specifically Halal restaurant in Macau currently. However there are a number of Buddhist-run vegetarian restaurants that might suit, and of course the obvious place to ask would be at the mosque (on Ramal dos Mouros).
There used to be some Halal restaurants such as the famous 3 Monkeys Restaurant and Halal Food Macau, but they were all close down at the moment.
