Regarding to your questions, it is possible to get Detian Waterfall by cab (taxi), however, the cost might be a little bit expensive (if calculating the price according to the pedometer, it can be over CNY 700), the distance between Nanning city to Detian waterfall is about 220 km, it takes about 3 hours to get there. And some taxi drivers do not willing to drive there since it is a quite long distance, so you can rent a car with driver, and ask the driver to send you there (costs about CNY 500) , I thing it will be much cheaper and more convenient than taking a taxi.
If you wish to save some money, you are suggested to go to Nanning Langdon Bus Station or Nanning Beida Bus Station to take a long-distance bus to get Detian (the bus departs 8:30 am every day, the price is CNY 50 per person); or take the Nanning-Daxing bus to get Daxing county first (the bus departs every 20 minutes from 8:00 to 17:00, costs CNY 47 per person), then take a taxi to Detian (costs about CNY 150).
Besides, the entrance fee of the Detian Waterfall is CNY 80.

You could take bus No.301 and transfer to bus No.707 at Nanjianbaisha Road, and then transfer to bus No. 55 at Wuyi Crossing Bridge Station, get off at Xixiangtang Station. At last, take a walk for 460 M to the University.

There is only one airport in Nanning, its name is Wuxu International Airport. Longhu Moutain is about 105 km from the airport. It takes about 1.5 hours at least. There is no bus from the airport to Longhu Moutain. You should take a shuttle bus to the end of the station, then take a bus to Beida long distance bus station. There are some direct bus to Longhu Moutain.
The full name of Bama (巴马) is Bama Yao Ethnic Autonomous County (巴马瑶族自治县). The very long sign you saw should have been some bullitins that promote or introduce Bama.
