Heilongjiang Province, in Northeast China opposite Russia, has a continental monsoon climate, with frigid winter. The main features of the climate in Heilongjiang Province are: it is chill and dry in winter, hot and rainy in summer, and the weather is changeable during spring and autumn.
The highest temperature even reaches 40 °C (103 °F) in Mohe County, and the lowest temperature is -52 °C (-61 °F) in Mohe County. However, in the coldest January, the average temperature is -23 °C (-9 °F); and that of the hottest July is about 20 °C (68 °F).
Spring lasts from March to May, with rare rain, strong wind and changeful temperature. Summer begins in June and ends in August, with rich rainfall (the rainfall in summer takes 60%–70% of the whole year).
